Place the full bag of candy melts in the medium sized bowl. Microwave for 40 seconds, then stir. Repeat in 20-30 second intervals until candy is about 80% melted. Remove the candy from the microwave and continue to stir.*
Pour the melted candy out onto the parchment paper and spread until about ⅓ of an inch thick.
Now heat the contrast color chocolate candy melts. The smaller amount will melt much quicker, so be watchful. Once again, do not fully melt make sure the candy comes out nicely.
Once melted, scoop small dollops with the small measuring spoon. Drop in dollops on the surface of the spread out candy melts. Leave some space between each and just do a few at a time. Use chopstick to gently swirl the dollop to fatten it, then drag down to create the bottom of each heart. Wipe chopstick with damp towel, then swipe down once or twice from above heart toward middle to form top of heart (wipe chipstick after every swipe).
Once the swirled hearts are shaped then gently rap the baking sheet on the counter to even out the chocolate surface and better form the hearts. **if you want to add sprinkles do so now
Allow the Valentine's chocolate bark to fully cool at room temperature. Break up to serve. Try to keep the hearts intact as best you can.
Notes
Not entirely melting the candy then stirring in to fully dissolve is an easy way to hack to temper the chocolate candy. Tempering and allowing the candy to cool without refrigeration ensure the chocolate will have some sheen rather than a dull surface.
